Please find attached the .BIZ Registry-Registrar agreement (clean and  
red-line versions) recently received from NeuStar.

ICANN has reviewed differences between this agreement and Appendix 8  
of the .BIZ Registry agreement. Based upon its comparison of the two  
documents, NeuStar's explanation, discussions with registrars and  
postings to the registrar list, ICANN has no objections to the  
agreement posted here. ICANN seeks to affirm that opinion by posting  
the agreement now.

Since, there has been substantial opportunity for comment and  
exchange on this issue already, a relatively short comment period of  
five business days should be adequate to ensure concerns have been  
addressed. The idea of this short comment period has also been vetted  
with some registrars before it being proposed here.

Please forward to the registrar mailing list for a review of the  
attached and request response to the registrar list or to  
pritz at icann.org if substantive concerns remain. Absent the raising of  
additional issues, ICANN will notify NeuLevel so that hard copies of  
the agreement can be sent to registrars at the close of the comment  
period, five business days from the time of posting of these  
documents to the registrars.
