Dear all,

I would like to address the members of the RC and provide some more
information about my background, and about my vision regarding the
elections for the GNSO council seat.

My Vision

As would be specified in my background section, I have an extensive
background in public activities. I believe that I will be able to use
this experience to the best of interest of the RC, as its representative
to the GNSO council.

I have been involved in ICANN since 2000. My main field of expertise was
the IDN field in which I have been active within ICANN, WSIS and ITU. I
represent the RC in the ICANN President's Advisory Committee for IDNs
(the IDN PAC), and I also represented the RC in the GNSO IDN Working
Group.

I believe that in the time where ICANN is in the process of preparing
for the introduction of IDN TLDs it is extremely important that there
would be a specialist in IDNs representing the registrars in the GNSO
council.

In the past couple of years, the different processes of IDNs in the GNSO
were mainly led by representatives of gTLD registries. Although I was
representing the RC in the IDN PAC and GNSO IDN WG, there is a different
value to a GNSO council member.

In addition to representing the RC on other relevant issues for
registrars, as a specialist in the IDN field, and as a speaker of a
language different than English, I believe that I would be able to
represent the needs and interests of registrars in the best way
possible, in this important development process of IDNs. IDNs will
create special challenges for our community, and should be addressed
thoroughly at the earliest.

I also believe that there is a vast representation for English speaking
countries, and other Latin originated languages within the GNSO council
in general and specifically from the RC (the two other RC reps in the
council hold this criterion). I hope the RC members would give their
support for a more diverse representation.

On another note, I am sure that Adrian will be a good representative,
yet it is important to note that while there is a fair representation
for Australia in ICANN - from Paul Twomey as President and CEO of ICANN,
Chris Disspain (representative of .au) as ccNSO chair, and Bruce Tonkin
that was our rep for the GNSO council for years, and now as a Board
member, there is no representation for Israel (nor there has ever been
to my best knowledge) within any of these councils including the GNSO
council.

My obligations:

If I am elected to the GNSO council I oblige to:

* Represent the collective interests of the registrars, and act
as best as I can in order to restrain the general movement of ICANN
towards registries' interests.

* Be a personal address for requests of each of the RC members.

* Be available for RC members from all regions. The time-zone of
Israel allows me to be available for Asia-Pacific registrars, European
registrars, and American registrars (and also the new African registrar)
all in the same working day.

My Background

I am the CEO and Co-founder of Domain The Net Technologies Ltd (DTNT),
an ICANN accredited registrar. DTNT, was founded in 2000, and is a
leading domain name registrar in Israel. DTNT is a member of the
registrar constituency.

Before founding Domain The Net, I was a Senior Advisor to a Minister
(Mr. Haim Ramon) in the Israeli Government. I was his advisor for about
5 years. Among my responsibilities I was the minister's parliamentary
advisor, media advisor, political and economical advisor.

As part of my work with the minister I was the secretary of a few
special committees appointed by the Prime Minister of Israel (then Mr.
Ehud Barak), and headed by the minister whom I was working for -
including a committee for the negotiations regarding the forming of the
parliament's committees and presidium, a state budget committee that
held the negotiations with the parliament's parties regarding the
Israel's state budget, and more.

Two years after the founding of Domain The Net, for a period of 4
months, I was the Campaign Manager for the minister, who was running for
Chairman of the Labor party and its candidate for Prime Minister.

During my B.A studies I was the President of the Tel-Aviv University
Students Union, and the representative of the students of the Faculty of
Exact Sciences for three years in the University's Students Council.

I was active in many other public and political organizations, and among
other positions I was the chairman of a young circle in the Labor party
and head of the Labor party's young union in my city.

I hold an MBA from the Kellogg School of Management (Northwestern
University) & the Recanati School of Business Administration (Tel-Aviv
University), and a B.A. in Economics and Physics from the Tel-Aviv
University, with additional studies in Computer Science.

I am 35 years old, married to Einat, and father to Eden.

I will be happy to answer any questions you may have.

All the best,

Yoav
