[registrars] Call for action - GNSO motion on Domain Tasting

It's not likely to produce any significant revenue for ICANN because the
volume of tasting will drop dramatically if the fee is charged. But if
it does, I agree, I would rather have it with ICANN.

more undue revenue to registries? at least if it goes to ICANN it can 
defray the fee that registrants pay.
