[RSSAC Caucus] Principles Guiding the Operation of the Public Root Server System

All,

It has been suggested to me (who wrote the bulk of the text) that it
would be a better for this document to draw from the original describing
text in RSSAC 037, rather than having new text like this. That makes a
lot of sense to me, and I wish I had had the sense to start from there
myself in the first place.

So please, let me "withdraw" this version, or at least put it "on hold"
while I do a bit of work to align it with the original text. I'll try to
come up with something reasonably soon.
