[RSSAC Caucus] RSSAC002v5: New title for section 3.1

I think that Andrew’s suggested title is good and the logic seems sound.

I also think that using ‘time’ in the section title is very sensible since we agree (I think) that the value of the metric should be expressed in seconds.
