[RSS GWG] Nomination Period Opens: RSS GWG Chair

As a reminder, the nomination period for RSS GWG chair closes today. We currently have two nominees: Ted Hardie and Brad Verd. Per the timeline, I will distribute secret ballots to the RSS GWG representatives on Tuesday, 24 March for a vote. I will add the RSS GWG chair selection process to the any other business section of teleconference #2 this Thursday, 19 March at 22:00 UTC. Please let me know if you have any questions.

As you know, the charter of the RSS GWG <https://community.icann.org/x/35EzBw> states that the RSS GWG “shall elect from its representatives a chair to manage its work and preside over RSS GWG meetings”. Liaisons are not eligible for the chair role; only the representatives are eligible for the chair role. As background, I provided (below) an overview of the chair roles of the different appointing organizations for the representatives.

Primarily, the RSS GWG Chair will preside over the RSS GWG by driving the group to consensus, which is defined as “general agreement without any formal objections.” (The charter also outlines how voting works if there is no consensus.) Working with the ICANN org support staff, the RSS GWG Chair will also ensure that the RSS GWG works “openly and transparently” by adhering to the adopted work plan and providing monthly reports to the ICANN Board Technical Committee and reports to the ICANN community ahead of every ICANN Public Meeting.

Please consider this the opening of the nomination period. The timeline and next steps in this process are below for your reference. As I mentioned during the teleconference last week, I am happy to answer any questions.

ccNSO Council Chair
The Chair of the ccNSO Council is responsible to the ccNSO community for the leadership of the ccNSO Council. Chair’s duties:
1. Create awareness to the ccNSO community of the important proceedings going on within ICANN.
2. Seeing that the decisions of the ccNSO community are carried out.
3. Ensuring that the ccNSO Council establishes oversight and discusses those issues which it needs to discuss, and dispatches its responsibilities in a business-like way.
4. Chair meetings of the ccNSO Council and facilitate discussion of and voting on matters before the ccNSO Council.
5. Represent the views of the ccNSO community before others.
6. Follow up on the advances of the working groups and make sure they are on schedule and to provide resources necessary for the proper functioning,
7. Oversee the proper execution of allocated funds.
8. Maintain healthy working relationships with other community representatives

IAB Chair
The members of the IAB shall select one of its full members to serve as the chair of the IAB, with all of the duties and responsibilities normally associated with such a position.  The term of the IAB chair shall be one year, with no restriction on renewal. The chair of the IAB may be removed at any time by the affirmative vote of two-thirds of the members of the IAB, or as a result of his or her departure from the IAB. The chair of the IAB shall have the authority to manage the activities and meetings of the IAB.

RSSAC Chair (since the RSOs do not have a “chair” role)
The RSSAC Chair is a volunteer position elected by the RSSAC from the primary and alternate representatives and confirmed by the ICANN Board of Directors. The RSSAC shall recommend the confirmation of RSSAC Chair to the ICANN Board of Directors following the RSSAC Chair election procedure described below. The RSSAC Chair will provide oversight for all RSSAC activities. The RSSAC Chair is responsible for working with the RSSAC to suggest priorities, managing the general administration and budget of the RSSAC, and conducting all meetings of the RSSAC. The RSSAC Chair also neutrally represents RSSAC views to the public. The RSSAC Chair cannot simultaneously serve as the RSSAC Vice Chair or as the RSSAC Liaison to the ICANN Board of Directors. The RSSAC Chair cannot represent the same root server operator as the RSSAC Vice Chair.

RySG Chair
The RySG shall have a Chair who shall be elected at the RySG meeting following the ICANN Annual meeting in even-numbered years. The Chair shall act as the chief executive officer of the RySG

SSAC Chair
The Chair of the SSAC is a volunteer position filled by an SSAC member, elected by the SSAC members, and appointed by the ICANN Board at the recommendation of the SSAC. The Chair is responsible for working with other members of the SSAC Administrative Committee and SSAC members to suggest priorities, conduct all meetings and gatherings of the SSAC, and conduct meetings of the SSAC Administrative Committee. The Chair also represents the SSAC to the public. The Chair is elected to a three-year term of office and can serve for two consecutive three-year terms. More than two consecutive terms are allowed, but should be considered exceptional. Having the same person return as Chair after a relatively short break should similarly be considered exceptional. Terms are not required to align with the elected member’s membership term. The Chair cannot simultaneously serve as the SSAC Vice-Chair or as the SSAC Board Liaison.
