[Rt4-whois] Planning our next steps - outreach

I like the idea of having a page that summarizes our work to date that we can refer to when doing outreach.

It is a good idea to report back to sponsoring groups and to the community
as well.  However, deriving individual summaries from discussions and
sharing them with others outside the group, who are less aware of the
context of such discussions, may send different messages through different
channels and may not be effective.  Thus, I would suggest that we should
formally release summary documents for that purpose at appropriate times as
we progress.
