[Rt4-whois] WHOIS Review - updated draft following today's call

The v6 is more direct and simple at the same time, covering some
really important issues regarding the applicable laws.

I would like to hear our subteam to endorse that part.

Congrats, and special thanks to Olof, our "gentleman on duty".
