[Rt4-whois] Discussion paper, draft final version [SEC=UNCLASSIFIED]

Hi all,

Thanks for sending this through so quickly Olof, and thanks to all for contributing to what has become a very good paper.

In reading it just now, I noticed a tiny typo in last night's additions (a double space, and also I think a missing 'the'). I also noticed that the applicable laws/privacy heading was sitting at the bottom of a page while all the content was on the next page. I fixed those in track, and I hope they're as uncontroversial as they seemed to me.

The only other thing I noticed is two unfinished sentences in the intro which were placeholders for a closing date for submissions and an address to send submissions. I couldn't remember if we'd already discussed this, so I just highlighted the sentences yellow so that they get sorted before it's sent out.

Other than that, it all looks good to me and I look forward to seeing responses as they come in.
