[Rt4-whois] Draft section 7 - Identification and inventory of ICANN's implementation

Dear all

I am going on holiday tomorrow morning, and as promised, here is my rough
draft of section 7. I have tried to summarise fairly the inputs that we have
received.  I have left placeholders where the notes of sessions are still in
production.

I look forward to receiving your comments, and suggested edits.  I hope this
will be useful to those members of the team who are planning to visit Marina
del Rey later this month.
