My proposal:

  10. Investigate the reasons why reporting of inaccurate WHOIS data has
      fallen, despite continuing high levels of inaccurate WHOIS data.
      Classify those findings by assumed valid and compliant use, i.e.
      privacy or proxy services. Find out, if the users assume special
      entries to be legitimate despite they are really not compliant.
