Dear RZERC members,

Please find attached two documents for us to discuss next week.  These are revisions to the documents that we saw last week.  

Whereas the first versions were sort of phrased as proposals for work that RZERC might undertake, I've taken the liberty of rewriting these more as recommendations that RZERC might want to make.  I've attempted to formulate recommendations based on our May 19th discussions.  Obviously please consider these rough starting points for further discussion and refinement.
