[SubPro-IRT] Topic 2: Predictability Framework

All,

I know we will speak in a few minutes, but nowhere in these documents 
does it address notice that is given to applicants, the community, etc. 
of the impending changes.  I believe this was an important part of the 
Predictability Framework in the SubPro Final Report.

Can we discuss this?
