[SubPro-IRT] Review of RSP Handbook

Thinking on this:
1.1. Updates to the RSP Handbook
This handbook forms the basis of the RSP Evaluation Program. ICANN org reserves the right to make reasonable updates and changes to the handbook at any time, including as the possible result of new technical standards, reference documents, or policies that might be adopted during the course of the application process. Any such updates or revisions will be posted on ICANN’s website (TBD_URL).

It seems any changes to the handbook should not only happen post notice to applicants, but also be put out for public comment.

I have done an initial review of the handbook today and added some comments - most of them are clarification related and may result in making the language/expectations more clear.
Note that I added comments as I reviewed the handbook. As a result, if I posed a question that I saw was addressed further down, I went in and resolved my initial comment. Therefore, you may have received a notification of some comments being resolved.

I look forward to discussing further during our next IRT call.
