[SubPro-IRT] Confirmation of Discussion Dates for Topic 18: Terms & Conditions

Lars,

The IRT is composed of representatives from constituencies.  This does not
give any time at all for IRT members to consult with their constituencies.
 That should be allowed to happen before public comment, not during or
after.

It subjects ICANN to ridicule because it looks like staff is railroading
text through the IRT, and obviating the IRT's (and our constituencies')
oversight role.

The IRT didn't set the timeline, Org did.  If the Board and Staff can't
meet their timeline without obviating the IRT's oversight role, then the
timeline needs to be amended imho.
