[Tmch-iag] T1 Comments for IAG

Dear Fellow IAG Members:

For item T1, I suggest that the information in the TMC be located centrally at the TMC only and not distributed across registries and registrars.  This will require some contingency planning and perhaps a redundant "back-up" system, but experience with Whois suggests that a central database is more efficient than having data widely distributed.
