Technical Study Group on Access to Non-Public Registration Data Meeting #9

During this call we reviewed the RDAP Technical Model Outline WORKING DRAFT, going over each contributor’s inputs by section and resolving outstanding comments.
We have the following action items:
ACTION: Scott to update text under 8C regarding the diagram
ACTION: Eleeza to update introduction section with language from Charter and work with ICANN comms team to finalize
ACTION: Francisco/John/Andy to revise this text in Actor Model 1:
From a more practical perspective, this model would encumber ICANN with a burdensome, and likely politically unpalatable, need to vet and credential all requestors.
ACTION: Francisco/John/Andy to revise this text in Actor Model 2:
This is the preferred model. In it ICANN delegates identity management to third party Identity Providers, such as nation/state law enforcement coordination centers or civil legal organizations, where vetting and credentialing of requestors may be more politically appropriate, already in-use, and natural.
ACTION: Gavin to revise this text in Actor Model 3 and move to Section 9 Considerations:
While this model relieves ICANN of a significant and potentially unworkable burden of vetting and credentialing requestors, it also delegates control of data exposure policy to third parties, a complication that may be overkill given the number of policies necessary for proper data governance.
ACTION: Francisco/Andy to revise this text in Actor Model 4:
While a logical conclusion to the possible number of combinations of organizational entities acting in this system, this model possesses the worst characteristics of all the models, specifically actor models 1 and 3.
ACTION: Gavin to finalize Section 9. Considerations for ICANN Community and Organization
ACTION: Conclusion section to be drafted by Murray Kucherawy
ACTION: Entire group to add any appendix material as needed
ACTION: Yvette to send a new calendar invite for tomorrow, same time slot, 60 minutes only
