Attached find excerpts from correspondence on ISO 8601 week numbers (forwarded
with permission of all concerned) and a proposed set of changes to strftime.c
to cope with the issues raised.

An extension to strftime to return the ISO 8601 year (which may be different
from the year represented by tm_year) is also needed; does anyone know of
an existing implementation that handles ISO years (and, if so,
the specification for the formatting letter used and the value returned)?
