changes for Israel's daylight savings rules in 1996-1998

Ephraim Silverberg reports that on January 1 the government of Israel
announced changes for Israel's DST transitions for the years 1996-1998.
The first change is the autumn 1996 transition. The revised rules are
reflected by the patch below, which is relative to the latest
published tz data.
