The "data" file includes the Israel updates recently circulated on the mailing
list; the "code" file contains fixes to strftime.c for correct ISO 8601 week
number generation, plus support for two new formats ('G' and 'g') to give
ISO 8601 year numbers (which are not necessarily the same as calendar year
numbers).
