bug report - timezone incorrectly set [forwarded with permission]

I'm forwarding the attached bug report with permisison from Timothy Patrick
Murphy; an updated version of the time zone code--
	ftp://elsie.nci.nih.gov/pub/tzcode96j.tar.gz
--is now available which sets sp->typecnt as suggested.
