   2.	The testing points up that the "northamerica" file specifies that
	   Phoenix did a couple of 1944 changes at one MINUTE (rather than one
	   HOUR) past midnight; if anyone has leads on the correctness of this,
	   I'd love it.

The three 00:01 Arizona transitions in 1944 are taken from Shanks's
American Atlas, page 19, table AZ#1.  My guess is that they are not
just a typo, and that 00:01 was an 1940s Arizona tradition.  Shanks's
table AZ#2 also shows a transition at 00:01 for the western part of
the state (e.g. Kingman), which switched from Pacific to Mountain time
in 1945-03-07; this transition doesn't appear in the tz tables because
it's before the 1970 cutoff.

By the way, Shanks makes a rare comment before the Arizona tables as
to how wild and woolly Arizona's clocks were.  WW II wartime ended
early in Arizona; he doesn't say way.  He doesn't know when Yuma
County shifted to Mountain time.  My guess is that there was serious
disagreement early this century, even among Arizonans living in the
same place at that time, whether Pacific or Mountain time was being
observed.  I'd also guess that Arizonans stay at MST all year nowadays
partly because they have a dim institutional memory of tempers flaring
when people mess with the clocks.

   3. Also, the testing points up that Budapest was supposed to have
	   switched from using standard M-Eur rules to using its own rules
	   on July 1, 1918, but that the new rules didn't specify use of DST
	   until 1919. Again, if anyone knows whether Budapest turned off DST
	   early in 1918, I'd appreciate a pointer.

That was a typo in my transcription of Shanks for Hungary in 1918.  Sorry.
