Here are proposed patches to the tz database for the recent minor
change to the New Zealand rules reported by Jeffrey Connell.
I'm also taking the liberty of proposing to regularize the formatting
of the recent changes for Israel, along with one substantive change
for Israel: a simpler and hopefully more accurate (though still
undoubtedly incorrect) prediction for Israeli DST rules from 1999 on.
(The existing prediction here seems to be based on the old late-1980s
Israeli rules, and it stops after 2009.)
