Proposal for new ISO C 9x time API

As an addendum to my earlier note, I was informed that "TIMEX" or "Timex"
is likely a registered trademark of a watch manufacturer. Consequnetly to
avoid difficulties, I suggest that we use the term "timex_" as the
reference. To this we can then add "format" "resolve", etc.

Another alternative would be to use "timx" as the term
