Errors in Data of Shanks and Elsie about the Argentina Time Zones

At first, thank you for your work. It is very important for us, astrologers.

We decided to write you because we made part of an astrological  discussion group called Ptolomeo. Some people wrote asking about Argentina timezones few weeks ago and all of the argentine astrologers told that 'Shanks, Elsie data and other english sources have errors'. So, Dra. Amelia Urbina, member of the group, has contacted the Naval Observatory of Buenos Aires and she got the following results. Please see the next images:

If you take a look at your data, Argentina have some DST periods from 1975 to 1987, but according to the Naval Observatory official data (and these have a total acceptance by the argentine astrologers), there was no time changes in these years, as shown below:

Elsie data from tzdata2001d.tar.gz (with coincidence to Shanks data and his International Atlas):

Rule Arg 1974 only - Jan 23 0:00 1:00 S
Rule Arg 1974 only - May  1 0:00 0 -
Rule Arg 1974 1976 - Oct Sun>=1 0:00 1:00 S
Rule Arg 1975 1977 - Apr Sun>=1 0:00 0 -

Rule Arg 1986 only - Mar 14 0:00 0 -
Rule Arg 1986 1987 - Oct 25 0:00 1:00 S
Rule Arg 1987 only - Feb 13 0:00 0 -
Rule Arg 1988 only - Feb  7 0:00 0 -
Rule Arg 1988 only - Dec  1 0:00 1:00 S


However, at the Naval Observatory of Buenos Aires report we have for the same range of time:



It's an official document from Argentina Naval Army, and I am quite totally sure those data are 100% trustful...
