Another possibility is to change the spelling of...
...which works with any version of zic issued 1988 or later.
Let's hear it for leap seconds!

Because of the lastSat-might-be-the-last-day-of-the-month issue the 
Right Thing to be done is to update zic and use the correct zoneinfo
