proposed time zone package changes

José Miguel Garrido's electronic mail and work with zdump made me realize that
since...
	the Chilean transitions are supposed to happen at the end of
	Saturday, March 29 (24:00 in America/Santiago, 22:00 in Pacific/Easter)

	the Chilean transitions are specified using Universal time

	and it's already March 30 in Univeral time near the end of March 29 in
	Chile
...that March 30 is what needs to appear in the file. So, with providence,
the final proposed Chile change (with commentary added).

Look for tzcode2008a.tar.gz and tzdata2008a.tar.gz Saturday morning.
