I just realized I made a mistake in my patch (thanks to José 
Miguel Garrido's email).

In order to be clear.  The Supreme Decree says that Saturday 
29 at 24:00 the time must be changed to 23:00.

But, Sat 29 24:00 (-0300) is Sun 30 03:00 (0000).

Still releasing the changes by Sunday would be too late.

Attached the fixed patch. (I just modified the diff file, 
changing 29 by 30).
