Proposed change to time zone northamerica file: deferred Cuban DST

With Steffen Thorsen's information in hand, here's a revised patch to the
northamerica file (relative to tzdata2008a.tar.gz). Absent objections or
better information, I'll try to put tzdata2008b.tar.gz in place this coming Saturday morning (to--barely--beat the transition time).
