[tz] Ukraine and DST

Hello.

On September 20, 2011 the deputies of the Ukrainian parliament 
(Verkhovna Rada) agreed to abolish the transfer clock to winter time.
But on October 19 that decision was finally canceled. Here is an

I wrote a patch for latest tzdata archive that returns daylight saving 
time for Ukraine (in attachment). We very need it.
