[tz] Proposed time zone package changes (Fiji, Pridnestrovie Moldova, Cuba)

  | Here are proposed changes to the time zone package.  Just two updates

Given the message from Steffen Thorsen (timeanddate.com) about the
changes in Cuba, and given that will be causing tzdata to already
(as I write this) be generating incorrect timestamps, I'm adding
one additional patch to the proposed changes for tomorrow (included
below - just the extra, this is additional to the proposed patches
distributed on Friday).

This additional change affects just Cuba.

For now, given the lack of better information, we will continue to
assume that the "normal" rules apply for next year.
