[tz] Proposed time zone package changes (Fiji, Pridnestrovie Moldova)

Here are proposed changes to the time zone package.  Just two updates
this time.

The executive summary
	europe	Pridnestrovian Moldavian Republic (Europe/Tiraspol)
		has not followed much of Russia, and will not retain
		summer time - rather reverting to standard time along
		with western Europe, and Ukraine, on Oct 30, as it was
		earlier scheduelled to do.   This removes the Europe/Tiraspol
		zone (again) as the variation never actually happened...
		(and returns the entry in the "backward" file).

	australasia
		Fiji has altered the end date for summer time this summer,
		moving it from February to January.   I am by no means
		confident it won't shift again, but this does appear to be
		the current plan.

To go with those, the backward file has Europe/Tiraspol returned to it
(linking it to Europe/Chisinau) and zone.tab returns to a single entry
for Moldova (MD).

I plan to release these next Monday (October 31) - this means that anyone
using Europe/Tiraspol and the tzdata2011m data set will get incorrect
timestamps on Oct 30 (after 03:00 or whatever) and Oct 31 (until after
the update), but the easy solution is to simply use Europe/Chisinau in
all parts of Moldova.

The missing sccs id version number in zone.tab is/was the unreleased
version with the corrected syntax for the Moldovan entries when it was
split.
