I'd say Mayuresh's message from Dec 20 was held for moderation by mailman,
where it sat until it was approved by a list administrator (eg: Paul Eggert,
Kim Davies of ICANN or Michelle Cotton of ICANN).
My guess is Mayuresh sent the message on Dec 20, got a notice back from
mailman saying his message was held for moderation because he sent it
from an email address that is not a subscriber to the list, and so by
Dec 21 Mayuresh joined the tz list and send another email to the tz list
(the first one we saw, because it was not held for moderation).
