The new text in Zefram's diff is directly from Bulletin C
43<ftp://hpiers.obspm.fr/iers/bul/bulc/bulletinc.43>from IERS.
Looking back at the last five years or so of the archived
announcements <ftp://hpiers.obspm.fr/iers/bul/bulc/>, it seems they've used
-26 and -29 almost interchangeably, going back and forth more than a few
times.  (I wouldn't worry.)
