[tz] Please add Antarctica/Concordia and MZS to the timezone database

Dear timezone database maintainers,

in 2011 you received a request from Paolo Perfetti to add two research 
stations located in Antarctica to the timezone database, Concordia:

that follows the Australia/Perth timezone, and Mario Zucchelli,

https://en.wikipedia.org/wiki/Mario_Zucchelli_Station

that follows New Zealand's NZST.

As I'm currently located in Concordia (and I will be for a year) I 
strongly second Paolo's request. As there are already other stations in 
the database I think that it shouldn't be problem to add these two.
