[tz] [PATCH] Morocco 2013 DST transitions

Thanks, I pushed the following patch into the experimental github
repository -- it is like your patch except that the commentary
is a bit different.

I'd like to generate the next tz release soon, given that the change
takes effect in less than four days.

Subject: [PATCH] Move Morocco's midsummer 2013 transitions.

* africa (Morocco): This year's midsummer transitions are
July 7 and August 10, not July 9 and August 8.
