[tz] Palestine DST starts on 2013-03-29

Thanks for the heads-up.  Here's a draft patch to the
tz database, which I've pushed to the experimental repository
at <https://github.com/eggert/tz>.

* asia (Palestine): Add rules for 2011 on, to simplify Gaza and Hebron.
Adjust to recently announced changed.
(Asia/Gaza, Asia/Hebron): Use adjusted rules.
