[tz] Paraguay DST ends earlier

Thanks.  The wording in that English translation is a bit ambiguous,
but it does appear that it's more likely that the change is permanent
than that it's a one-year thing.  So here's a proposed tz patch to
implement this, which I've pushed to the experimental repository on github.
This isn't urgent, since we already have this year's transitions right;
the first affected timestamp is in March 2014.
