[tz] Paraguay DST ends earlier

Sorry for my translation. But to clarify a bit, in the first part of
the decree reads (again, my translation):

"...in which (it is) contemplated the inclusion of an alternative
recommendation of time change to be implemented in 2013, and
thereafter;..."

I have also spoken with the person in charge of the decree redaction,
and he said that the change is permanent (that is, until the next
decree that changes it).
