the following change to zdump output for Europe/Volgograd:

I looked at

but could not see what part of it would imply this change.
Also, Wikipedia sometimes has reliability problems,
since anybody can edit it, so it'd be better to consult
the sources that Wikipedia cites, rather than to rely on
Wikipedia itself.  Can you please help with this?  Unfortunately
I only very poorly read Russian.  Thanks.
