[tz] credit for "right" zone code

[Steve Allen]

I want to be sure to give credit where credit is due for the code that
handles leap seconds in the "right" zones.  The comments in tzcode
indicate that Arthur David Olson and Bradley White are two who deserve
credit.  Are there others who have contributed to that capability?
