[tz] Bill to return Russia 11 time zones

According to the Russian news (ITAR-TASS News Agency)

The State Duma has approved in the second and third, the last reading the 
draft bill on returning to winter time standard  and return Russia 11 time 
zones.

The new regulations will come into effect on October 26, 2014 at 02:00 
Moscow time.
