They're out of luck then.   It didn't take much hunting to discover that
BST (British Summer Time) is also used for Pacific/Bougainville.

$ TZ=Europe/London date
Wed  1 Apr 13:29:25 BST 2015

$ TZ=Pacific/Bougainville date
Wed  1 Apr 23:29:31 BST 2015
