[tz] Luhansk & Donetsk, Ukraine

timeanddate.com reported that Luhansk and Donetsk, the two easternmost
Ukrainian regions, did not switch back to EET with the rest of Ukraine on 26
Oct 2014 but are now "permanently" on MSK.  However, the 2015b europe data
file does not seem to reflect that.
