This topic came up earlier, and at the time the situation was fluid enough (with 
warring adversaries in or near the cities affected) that I left things alone. 
The tz database technology isn't really up to tracking an active conflict 
without well-defined frontlines.  Until things settle down the two sides can 
address any problems by using TZ='Europe/Kiev' or TZ='Europe/Moscow' on their
