[tz] Chilean time change

I have been following Diario Official for the past couple of weeks (http://www.diariooficial.interior.gob.cl), and have yet to see an official announcement regarding the change of time zone rules. In addition, SHOA has yet to update their web site (http://www.horaoficial.cl/cambio_hora.html).
