[tz] Chile/EasterIsland 1982 broken by 2015a?

My test suite broke with 2015a, leading me to Chile/EasterIsland and
Pacific/Easter in 1982:

Did it really put the clocks forward one hour on Mar 12, then back again Mar 13?
