[tz] Chile/EasterIsland 1982 broken by 2015a?

Good catch!  This does indeed appear to be a regression, introduced in https://github.com/eggert/tz/commit/bba6b9ac715c1a05cd06e979d862108c821f53d5.  Proposed patch attached.
