[tz] Proposal: validation text file with releases

Ah, I'd wondered why the spaces were there. (Viewing the mail in a
proportional font, it's not obvious that it's meant to line up with
anything.)

I'll change the code for that, but probably not regenerate the zip files
just yet... it's quite a lot to churn in the git repo :)
