[tz] Zabaykalsky Krai (Chita) time zone changes to UTC+9 on March 27, 2016

On December 30, 2015 Russian President Vladimir Putin signed the federal law

changing the time zone in the Trans-Baikal Territory (Zabaykalsky Krai)

- Asia/Chita from UTC+8 to UTC+9.



Effective date will be March 27, 2016 at 2:00am.
